One brief for the substrate, solution and pack
A toner pad is a finished combination of material, liquid and packaging. Define each field before evaluating samples; an ingredient name alone is not a product specification.

Differentiate through a confirmed specification
Choose the material feel, texture, actual INCI, intended use and pack format for your audience. Chitosan or hypochlorous formula directions are not claims of market exclusivity. Confirm feasibility and finished-pack evidence for the selected formula.
For US projects, intended use and claims matter to product classification. Review the FDA explanation of cosmetic and drug classification. A factory certificate, ingredient name or nominal needle height does not establish finished-product authorization.
Sampling and scaling
Sample availability and timing are confirmed after the brief is reviewed. The factory-wide capacity figure is not a reserved pad-production slot. Production timing depends on the approved formula, material, filling/packaging process and batch acceptance requirements.

YANSE COS is the public brand name of this OEM/ODM business. Manufacturing is at Fujian Yanse Cosmetics Co., Ltd.; the commercial office is Guangzhou Yanse Cosmetics Co., Ltd. Qualify the named manufacturing entity and selected SKU separately.
Published factory certificate copies identify the certificate holder and scope. The ISO 13485 scope is medical acne patches, not a blanket approval of microneedle eye patches or treatment pads. Request the specification, applicable material records, batch documents and finished-product test evidence for the selected SKU.
